The Lagos State Data Protection Bill: A Comparative Analysis Of The Legal Framework

On October 25, 2021, the Lagos State Data Protection Bill passed the second reading by the Lagos State House of Assembly. The Bill seeks to establish, among other things, legal bases and principles for the processing of personal data and information duties for controllers and data security requirements.

Data protection and data privacy have garnered much attention as individuals and companies race to protect their data and prevent its exploitation. From the European Union, General Data Protection Regulation to the National Data Protection Regulation, countries worldwide have awakened to the importance of protecting their citizens’ data, ensuring a transparent basis for its collection and processing. On this basis, the proposed Lagos State Data Protection seeks to protect the data of persons domiciled within the State.

The Bill is divided into nine parts of sixty-five (65) sections. To adequately capture the essence of the Bill and provide an all-encompassing analysis, each piece will be addressed individually to highlight the salient provisions.
